Background research or a framework, useful for context across cities.

From the document

The European Committee of the Regions (SEDEC commission) publishes the first substantive policy study on the ECoC framework post-2033, centred on Local and Regional Authorities. Based on questionnaires from former, current and candidate ECoC cities, the study argues LRAs are the primary vehicles for ECoC legacy and the post-2033 framework must structurally embed them earlier in selection, delivery and evaluation. Includes policy recommendations for the new legal framework announced by the European Commission in 2025.
